I like this ratio. 1/3 is really manageable for the chapter, the only downside is that it doesn't encourage growth (which could be okay depending on what your chapter is looking for.) I think 3/4 is a good number if you're trying to grow, but you only really need that one semester, after that semester I would go back to 1/3-1/2 or the growth would be out of control!
