I don't know if it's hypo-allergenic, and it doesn't fall in your price range (it's around $20 a bottle), but I really like Clinique's Deep Comfort body moisturizer. I generally use it in the winter when my skin is driest, then switch to an Aveeno moisturizer in the summer (just the basic Aveeno daily moisturizer).
