No.
My campus had 6 chapters and we got along pretty well (outside of competitive things like recruitment). I don't think the number of chapters has much to do with it. I have seen the same behavior you describe at schools with 3 chapters and at schools with 11 or 12.
I also don't think that any school is really EVER 100% perfectly Panhellenic. Every school has its moments.
