I think any expansion is great. This coming from a member of a colony!
Our PH was set up very different than our IFC. In order for NPC to expand we had to vote as a whole. In our case we had numbers that could sustain a new NPC group b/c the local was going to turn over and they had the same total as the NPC groups on campus.
Now, fraternities worked so differently. A new group didn't have to get permission to expand they could go ahead colonize and then get noted in to IFC after certain requirements were met...the issue with that from a NPC girl POV is that they system was already saturated with IFC groups ranging in size (10-60). It was like if I didn't like the 15 groups that were there then I could just start a new one...they are still expanding and I really haven't heard much in the way of issues, but then again I am an old alumna now!
Now, my chapter is only 2 years old and I still wonder what peolpe have against newer chapters. In my opinon, the better the babies do the better the system looks and the more PNMs you can attract...make sense to me. I think new chapters have it alot harder than older groups think, but in time it will work out.
