My school had houses and in that case total is important and quota was just an easy way to fill the house. If you make quota then you usually don't have to COB at my school b/c total is only 65. There are cases where you graduate many members and then you will have to COB to total, but that is few and far b/w.
I do agree that sometimes the pressure is too overwhelming to get to total, but when a mortgage is concerned....this coming from a House Corp president...you really reley on numbers.
We are in the process of securing housing for our group and we need to have a solid base to start from and quota is just the first step.
I guess at schools that are not housed the number issue is different, but I would assume they budget for a certain number of members.
