Short answer, yes, though others have covered that. I just posted in another thread about a similar situation I was in, though I wasn't lucky enough to transfer to a school with another chapter. When I decided to transfer, there was a local at my new school that had the intention of joining KD (as evidenced by their name and what they themselves were saying) when they asked a bunch of sororities to present at their school. Long story short, they actually went with a different sorority around the time I started school there, and it's a good thing I started looking at them in advance because even if they did become KD, there would have been no way I would have fit in with those girls. So remember that you should definitely meet the new chapter and chat with them for awhile before starting any process as far as reaffiliating (except for information gathering from your own chapter, Nationals, etc).
