There has already been some good information posted as to the proper procedure for expansion via the NPC and Kappa Kappa Gamma. Expansion is a lengthy process that has to go through many channels before it is even considered at any given campus.
While you may be interested in starting a chapter, the fraternity may feel it isn't able to support a new chapter in your location at this time.
