I know on my campus, the General Engineering department would have a pretty easy time rushing. Engineers have their own library, their own quad, and their own graduation. The GE department has a big old lounge with a dart board, a foosball table, leather couches, a big screen TV, and a small kitchen. Basically, the University spends all their money on us.
