If it was 15 members and you're a large chapter (say over 80) then taking their social privileges for a semester wouldn't make the chapter look bad but would hammer the point home. That plus a Recruitment Rules workshop might be a good idea. Social probation would have been considered an adequate punishment on an individual basis at my old chapter for that sort of offense, I believe.
