Most NPC groups give alumnae members of groups they absorb the opportunity to become members of their organization. Some but not all of these women take that opportunity. Imagine what you would feel if ADPi decided to become AOII. (I am only using examples only so no one get mad!!) Some alums would take the opportunity and join AOII with the rest of the group, but a lot would want to keep their old traditions and rituals and stay ADPi even though it would no longer exist outside of their memories. If it were the other way around and AOII was joining ADPi, I would probably not join ADPi and just keep my simple AOII pins and ritual....but to each her own. For collegians, obviously, this is a different matter entirely.
Depending on the rules of each NPC, this would or would not make their daughters legacies. In AOII, all members, no matter how you become an AOII, are equal, so all daughters are legacies.
