What I meant is that say UVW sorority only had 10 spots open. They missed out on 8 girls they could have had through a "true" quota system. Girls didn't go to the groups that could take the 25 + however many they needed to get up to total - or every group would BE at total.
So it was basically "if you want to be in a sorority, you have to go here or nothing" which is part of bid matching to a point, but this made it far more prominent. On top of that there were girls who I'm sure resented that they didn't have an equal chance from the get-go to get into some of the bigger chapters. I think it was admirable of OSU's panhel to try to even things out, but you can't legislate feelings.
