I just searched but there are waaaaaay too many threads with the word regret in them (maybe someone else remembers one). We talked about this when it first came out and it is used mostly by competitive systems.
I think it's a great idea - provided it is sincerely what the PNM wants to do. When there are a certain number of perceived "top girls" that all the groups are competing for, it seems like it helps the other girls out.
