The demoralization was that two chapters were so strong while the other was only 20% the size of the others, which grew to about 90-95% when I graduated. Yes...setting total lower could have prevented this. If the stronger groups had to stop recruiting, it would leave more women available to the other groups to choose from when they recruited.
