If COB events are in the middle of the semester or if they end like a month after formal, would the girls gain through COB be an entirely different pledge class than the girls taken in through formal, just because they were given bids at different times even if it's a month or so apart?

As with most things, it depends on the Chapter, GLO, and campus. Most I/natl orgs require initiation within 6-8 weeks. After month has gone by it would be difficult for a COB pledge(s) to "catch up" enough on the education sessions, etc. to be included and initiated with the formal recruitment class.
