Who is "they?" Your administration? If your school is truly interested in greek life, which it sounds like they're not, or indifferent at best, they would have someone (usually student affairs or if you had a greek office) looking for an organization willing to expand.
Though this sounds NPHC-oriented... In that case, you want to find a fraternity that's aligned with your goals, get up the numbers and express the interest of chartering. I think, any NPHC men can clarify if I missed something.
IMO, I'd be happy to write you a prescription for that case of itis you got. Looks increasingly severe.
