Oh, well she doesn't have to remain neutral throughout all of recruitment. It was just that one night while taking the PNMs back and forth between the three parties. Again, this is still COB. It was just one event that was a little more formal than the others, and since there are no Rho Chis (or whatever you want to call them) the Panhellenic President and VP (I think?) are used, in addition to the Greek Advisor, to bring the PNMs to the different rooms.
