What would her new GPA have been? It may not have been enough. Also, the summer GPA may not have been ready by the time the rush GPA report was put together- perhaps she should've asked how that worked when she signed up for recruitment. How many credits did she take during the summer to get that 3.8? If her transfer GPA was 2.23 for about 30 credits (guessing at 2 semesters worth of credits) but she took, say 9 credits in the summer for getting that 3.8, it might not have been enough to bring up to an acceptable level for recruitment.
