I can easily see a couple of scenarios:

1) The poster isn't an officer in their GLO at all, but a younger member who is eager to get involved and help out the chapter. S/he might not feel comfortable asking those kinds of questions to the older members yet, or is being brushed off by them.

2) The poster is an officer from a small chapter, perhaps in a remote-ish location, who doesn't have much advisor guidance in the area. We've all heard of chapters who don't have enough advisors to adequately help out with the key positions, and a newly-elected whomever might not exactly feel comfortable emailing some regional director if s/he hasn't been introduced yet.

If anything, when I see posts in the middle of summer from, say, a recruitment chair, asking about how to run some recruitment workshops for fall, I get upset that they don't have an advisor to tell the poor thing in January to start planning already!
