If your campus is noncompetitive and there are chapters doing COB/spring recruitment, you might have a chance, especially if you are a junior now. But, you'd better get a move on! I went to a small college where it was rare for any of the chapters to achieve chapter total (the upper limit of how many members they can have) via fall recruitment. We had to COB until we reached total. If there are chapters on your campus that have spots to fill, it might not matter so much right now that you are a junior. If you wait until spring, though, you are a less appealing candidate because you only have one full year left.
