If you transferred to a very, very, very noncompetitive campus where it is common for juniors and seniors to receive bids (call the Greek life office and ask for percentages) I would say go ahead and try. Although I would see if any groups are doing COB next semester, rather than waiting till you are a senior. (I'm assuming by your post that rush is already over at your school, which does not bode well for where I think you might be.)
But quite frankly, it seems as though you have always found something (which is different than "something came up") to keep you from rushing. Freshman year, for example - if you thought about rush all through high school and wanted to do it THAT badly, you would have found another relative or friend to get you to campus so you could rush, and told your parents they would just have to deal. If you still have the same boyfriend, the "not rushing because of my boyfriend" issue still applies, regardless of school.
Honestly, I think you've built this up into something it could never fulfill - have you gotten involved in other activities? If not, I suggest you do so. I also suggest you look long and hard at your relationship with your boyfriend if he's keeping you from doing things you want to do.
