When you ISP you must be high enough on chapter #1's bid list to get in before they fill up to quota. On the other hand, if you maximize your options and your campus guarantees a bid when you maximize your options, then you could end up in chapter #1 through quota additions if you are not high up enough on either #1's or #2's bid lists. That's why I was saying I thought your chances at getting a bid to #1 are higher because you have a second chance at getting the bid.

I think you're right, but I'd be careful telling this to PNMs, simply because they will have selective listening. They will want to forget the part about actually being willing to accept the bid to the number 2 group if you were to get it either from regular bid matching or quota additions.
Listing all the groups for which you are eligible increases your chances at getting a bid, but I don't know that I'd focus on it raising the chances to any particular one, since I don't think any campus guarantees that you QA to your top group.
