I'm in favor of leaving the legacy affiliations off the forms, but I also think that people are overstating the role they play in recruitment at the other chapters.
It's a really hard recruitment at UGA because pretty much all the girls going through are so well-qualified, especially compared to previous generations. It's difficult to imagine that your 3.8 high school GPA and your two page resume and recs to all the houses just put you in the middle of the PNM pool.
I know it's popular to assume you got cut because you were a legacy elsewhere, but the chapters themselves have experience to draw on in terms of how many legacies get released by certain chapters. (They also can see that some chapters have more legacies than quota is likely to be.)
I don't think that chapters are releasing girls in the later rounds simply because they are legacies elsewhere. If they really like the PNM, they are going to keep rushing her. I'd be willing to bet that a good percentage of every pledge class at UGA is made up of legacies to other chapters and the chapters know this.
