We are not a member of the universities Panhellenic council, but it hasnt been from lack of trying on behalf of the Greek Life Office or the university. We just dont feel as if PHA serves our needs as culturally based sorority. (your situation may be different)

Yes, just one other local, but they are affiliated with PHA. Xi Omicron Iota.

All that I could tell you is that universities in MO arent accepting any more local chapters unless you become affiliated with a governing council on campus, and because of the potential liability. Im sure youve checked your schools policies. Good luck to you and starting a local is a very ambitious, but lofty goal.
