Hi! I'm a recent AOE Alumna myself and just got back from National Convention where they addressed this very topic! You can start writing bylaws for the Alumnae Chapter but you'll need at least 8 Alumnae to actually form one. However the IEB is encouraging undergrads to work on all the paperwork so that when you graduate it will be ready to go.
