This is how I interpreted it as well. It's like an if/then statement - for Pref,
IF Strawberrygloss would have been invited back to all four chapters, she would have seen Barcelona and Tokyo on her schedule and
THEN New York and Los Angeles would have been "dropped". However, since Barcelona and Tokyo did not invite her back, then the chapter who did invite her back was listed. In this system, PNMs only "drop" chapters if more chapters invite them back than they have room in their schedule. If not, then they go to all the houses that invited them back.
