A little while back, (a couple of days after 9/11) I was talking to a police officer when he noticed that the flag on a nearby building was hung wrong (vertically, but with the stars at the upper right instead of the upper left). He called in to HQ and within a few minutes someone was out fixing the flag - turning it around so the stars were on the correct side. It was a 48-star flag... if it were "wrong" to fly that flag, I think they would have been asked to pull it in rather than turn it around.
