Both, I think. It's cheaper to take your small child with you to the movie than it is to get a babysitter, so some inconsiderate parents bring their kid(s) along - even if the movie is not appropriate for children - and to hell with everyone else in the theatre. And I'm convinced that some parents tune out the sounds their children make. A kid could be having a full-blown tantrum and the parents will say "Oh, s/he is just quietly fussing."

Last summer, I went to see The Dark Knight, and I spotted not one but two toddlers, and several elementary-school-aged children. One of the toddlers began crying during the movie. After several minutes of ineffective hushing, mom took the toddler outside... whereupon the other toddler immediately began crying, and continued crying for another half hour or so (the toddler's parents did not remove him/her).

That has to be my biggest movie pet peeve. I also get annoyed when people yak to each other during the movie, when they yak on a cell phone during the movie, or when a cell phone rings during the movie (turn it off, for crying out loud!). I paid to hear (and see) the movie, not to hear you, your cell phone, or your undisciplined brat.
