My chapter has been through a ton of different study programs in the past three years. All of them were based on your GPA.

Program 1: Sign in sheet at the library. Everyone had to sign in and sign out. This didn't work because people would just go hang out at the library and flub the hours or commuters would complain about having to go to the library.

Program 2: Each chapter officer holds two study hours at a set time during the week (VP officers hold four in two hour blocks). This didn't work because it would turn into a social hour or people would flub the hours for their friends.

Program 3: Same as Program 2, except only VP officers held the study hours.

Program 4: Program from IHQ - Strive for Pi...if you have a 3.14 or above you only have to do honor hours. If you don't, you have to do a certain number at either the campus regulated study hours or in the computer labs.

I think the best way to impliment a program is to give members some flexibility...let members do some proctored hours and some honor hours. Also, incentives have worked really well for us. The person with the most study hours gets a free semester of dues and people with the most improved GPAs get gift certificates or something.
