According to the letter of the law you are correct. However, thanks to lobbying and many immigration attorneys finding loopholes it is not uncommon for illegal aliens to receive social security checks. There's even a book, titled "What you need to know about life in America" that details a step by step process on how to get social security if you don't have a SSN. Unforunately, many illegal aliens have been able to obtain social security cards (not hard when you have no respect for American law to begin with) through various government offices.
