These people performed domestic and hard labor. The problem is that these days those jobs do not exist and the few that do pay so little that it is basically impossible for someone to survive on it. And the government today is willing to give money to people but it is still not willing to give opportunity. The government shouldn't stop giving money it should start giving opportunity.
