Someone correct me if I'm wrong:
I think that sororities are allowed to hold these types of events because the women in attendance aren't technically considered PNMs until they are matriculated at a certain school.
It also has to do with who is giving the event. If it is not given by the active sisters and the chapter, I don't believe it can be counted as an infraction.
For example, if XY chapter of Sigma at Big Southern U holds such an event, it may be considered an infraction, but if the Big Southern Town ALUMNAE chapter of Sigma holds it, they could say it wasn't an official event.
