You asked alot of questions and I'm going to try and address them all:

Women from locals are permitted to join NPC sororities (per NPC policy). However, just because they are allowed to, does not mean that every woman from a local organization who goes through recruitment is going to get a bid.

As far as going through recruitment again at your current school and trying to join an NPC, I honestly can't say whether you'll get a bid.

Every school has a different attitude toward this kind of thing. Depending on where you go to school, it may raise a few eyebrows and you'd have no chance at getting a bid, because girls would be like "wtf, she was in the local last year!" Then there are some schools at which this wouldn't matter at all.

Also, depending on your school, you may not be eligible to receive a bid from one of the other sororities. I know that at my school, the women who were in the local sorority were listed on that sororities' membership roster, and were therefore not eligible to get bids from other sororities because they were already in one(per campus policy). So it also depends on your campus policies as well.

About transferring: You could transfer schools and rush, but there are no guarantees that you will get a bid at your new school. I also don't really advocate switching schools JUST for that (especially if you are doing well at the school you're in).

Also, as far as rushing in grad school, not every NPC sorority accepts grad students.

As you can see, there is alot that goes into leaving a local and rushing again, so think it over because there really aren't any guarantees that you will get into another sorority (be it at your current school or another).
