Keep in mind that just because they take a vote and the campus is open for expansion, there's no guarantee that your interest group will be chosen. NPCs will submit packets, your campus Panhellenic will vote on which NPCs to invite for presentations, and then 1 sorority will be selected to colonize.
DZ may or may not think it's a good idea to colonize at your campus at this time. Several NPCs consider a lot of things when choosing to colonize -- financial resources, amount of nearby collegiate and alumnae chapters, etc. etc.
I don't mean to sound like Debbie Downer, but based on reading similar threads like yours, I just get the feeling that many of you in interest groups might not understand how much work it really is to bring a new group to campus.
