This is almost certainly a policy dictated by the chapter, not by the (Inter)National sorority.

My chapter has pre-recruitment for FMR at the tail-end of the winter session and pre-recruitment at the tail end of summer II for informal. In both cases, members are excused from pre-recruitment when they are in class, but they must be present if they are not in class.

My chapter also asked members to not sign up for class on Monday nights if they could avoid it, because we have chapter meetings every Monday night. But if members have class on Monday nights, it is still excused.
