You have two different issues here: the desire to be in a youth program and a desire to be an Omega. I can only address the first as I am not an Omega.
First and foremost, it sounds as though you are looking to be involved in a development program for young men and you're not interested in the Kappa League. That's fine.
But what you have to realize is that joining a youth program is NOT a stepping stone to pledging in college. Plenty of boys in my Beautillion become Alphas, but several have pledged Kappa. We're fine with that because at least they went to college and made something of themselves.
As a Junior in high school, you might already know what you want and who you'd prefer to be mentored by. You google "Omega Psi Phi" and then your home town, in two separate sets of quotes like this: "Omega Psi Phi""Pine Bluff". Look for websites of the alumni/graduate chapters nearby. Email them. Call them. Tell them you'd like to participate in any youth programs they have.
They might not call it Omega Prep. It may be something else entirely.
But be mindful that your aim should be to join a program which helps you to be a better person through academics, service, and learning how to be a gentleman.
If you just join a club to be close to Omegas, or wear shirts, or step, you're doing yourself a disservice.
