That and the fact that no major national organization is going to pour time and resources into forming a colony at a school only because one guy didn't get into the two existing chapters.

Most organizations consider new colonies to be worthy of significant contributions of time, money and manpower from the national organization. You'd better be able to give them a better reason than what you gave us as to why they would be successful on that campus.

Also, many organizations, I don't know anything about AD Phi are not going to expand to small campuses as they are focused on recolonizing their chapters on major campuses as well as colonizing in places where there is either a groundswell of alumni support or unique opportunities for success.

To be perfectly honest, if your school only has two existing chapters, you're not going to find too many national organizations willing to take a chance on you. That might be different if you can realistically put together a local organization which is equal in size and prospects to any other organization on campus. If that's the case, you'll find many organizations are a lot more willing to take a chance with you.
