Before starting a new group, I am always inclined to suggest that you go through formal recruitment and see what is already being offered.

Fraternities, depending on their size and resources, expand two ways:

1) Representatives from the national office contact colleges and universities with an interest to expand.
2) Interested students from a college or university contact a national office and ask for an interest group/meeting.

Either scenario requires you to communicate with your school and with the national office of the group that you are interested in starting.
