Sorry for the confusion...it's been too many decades since I went through Rush.
By signing a preference card, you pre-accept the fact that you will be bound to the chapter where you match for a year. Particularly at campuses where Rho Gammas "force" PNMs to rank all of their preference chapters and don't make this fact clear, a chapter may match quota, but far fewer could actually show up at bid day. This happens all the time to my friend's chapter at another school. Again, regardless of whether those PNMs "accepted" or not, they are bound for a year.

It sucks for the chapters too, because they think they have more NMs than they really do. Some College Panhellenics think that forcing PNMs to rank all of their choices no matter what helps a Greek system, but it doesn't do the chapters or PNMs any favors. If you wouldn't accept a bid from a chapter, don't rank it.
