Well, for various reasons, I have encountered this as both a collegiate and a Panhellenic Advisor.
The Collegiate Panhellenic Association By-Laws should have a section outlining what should occur in this situation. For example, at one school I know, the VP-Recruitment was the next line. At a different institution, it is the VP-Judicial Affairs.
While the Manual of Information ("Green Book") recommends that the President and VP-Recruitment have previous service on the Council, I do not believe it is it is an Unanimous Agreement (i.e. not required.) (If this changed in the 14th edition January 2008 updated or I have forgotten, let me know!)
It is great in theory, but not always in practice depending on the Panhellenic culture on campus. What do you do if there is only one women with previous Council experience, but the chapters do not want to elect her to the Presidency based on her past work? Or, what if there are no candidates that meet this. Some CPH Area Advisors do not necessarily recommend placing this in the by-laws unless there is a position for Assistant Recruitment that shadows/assists one year, then assumes the Vice Presidency the next (just another example).
Depending on how many officers on the collegiate council, you may want to talk about placing a different office next in the line of succession to avoid have the VP-Recruitment needing to be replaced.
