I think her point was that under federal law, no collegiate organization can restrict membership to males (or females) unless it is classified as a "social" fraternity (or sorority). A constitutionally bound but still seperate organization might not satisfy this federal requirement. (See the example of Kappa Kappa Psi and Tau Beta Sigma, for instance.)
