However, wouldn't it make more sense to break the tie by adding back in the highest and lowest scores, so that the tie-breaker score is based on all six judges instead just three judges.

It's a bunch of hooey. They deduct the next lowest score...WTF? So, the 14-year old had an 8.9 and Nastia had a 9.0. Nastia was basically punished for having a higher mark. How does that make any kind of sense?
