A member of a GLO, no matter what school she attended, may write a recommendation for that GLO for a PNM at the school she will be attending. Notice I said attended, because I have always been under the impression you must be an Alumna to write a recommendation for someone. I do know actives can write legacy introductions, but that does not seem to be what you are asking. If I am wrong, then I would not think that her disaffiliation due to being a Rho Chi would in any way affect or hinder her writing you a rec. Can never hurt to ask! Good Luck!!!
