Regardless of whether or not recs are necessary for your particular school, I think you should get them.
You have (in some opinions) at least two strikes against you immediately:
Upperclassman
Shy
Having recs will only help you in this situation (as evidenced by Basket96's comments regarding the girls who did have them and it helped the chapter get to know the PNM better).
I do not know of a situation where having a rec (not 24, just one or two) will ever hurt you.
