Although I am not a member of a NPHC organization, I am puzzled as to why race may be an issue for NPHC organizations and not for NPC organizations.
I'm sure you do not have to be black in order to be qualified to become a member of a NPHC org, and vice versa with a NPC org. You say you really would like to know, however, I think the answer is more obvious than you care to acknowledge.
