Not really. But it's easy to get caught up in the story and sensationalize.
Drug use on college campuses has been a story in many settings for a long time. There have been undercover officers at city-based campuses for over decades, even if massive busts have not taken place. There have also been discussion by campus police departments and officials on trying to survey to student population or find other ways to gauge the drug use. It's just easier to target
groups of college students (i.e. GLOs) because these are aggregates of students whose activities are more easily tracked. People who aren't dumb know that drug use among GLO members is only a sample of the larger college student population that is using and dealing drugs.
