Jon, just in my personal life, I have known my friend's father who was killed when a woman who was reaching down to pick up a cassette tape (ok, it was a while ago) from the floor of her car backed over him while he was jogging and she got nothing; my brother's best friend's father was killed when a driver ran a red light and t-boned his car, no major penalty; a woman I know was killed when yet another driver ran a red light, there were suspicions she was under the influence of something, and yet still, got off with minor violations; the father of family friends was killed when he pulled over on the side of the highway to check something wrong under the hood, when he came around the front of the car to get to the door, another driver clipped him and killed him, nothing happened to the other driver.

Vehicular accidents unfortunately happen all day, every day. The officer stepped out in front of a speeding car and it had a tragic ending. Still, this is NOTHING even remotely similar to the NY situation.
