From my experience as a prosecutor, most of the kids arrested (at least not the ones involved higher up in the "ring") are going to get a slap on the wrist for either possession of a small amount of marijuana, disorderly conduct or the like. I am not familiar with CA statutes, but in Minnesota these convictions usually don't carry a jail sentence with them, just probation and community service. So I can see why people would be critical of the use of the DEA's resources.
