My suggestion would be to go to the source...call your ELC and ask him for his thoughts. Maybe he could get you in touch with someone that could provide you with certain clarification at Headquarters. Either way, I hope your formal recruitment period goes well, and that you can convince your men to individually get involved with recruiting new members...instead of just relying on big events...that was always a big problem at my chapter.
