While the two are quite similar, you are correct, they are not the same. The simple answer is that Hot Browns are better!

However, one noticeable difference is that the Hot Brown includes pimiento, which was suggested by the matre d' at the Brown Hotel
"for color".
And for what it is worth, the
Hot Brown was created in 1926 by Fred. K. Schmidt, chef at the
Brown Hotel in Louisville. It is my understanding that the
Turkey Devonshire was created in 1934 by Frank Blandi at The Stratford Restaurant in Oakland (Pittsburgh).
