Trying to start a new chapter

I go to a school that is predominately two year but is currently in the process of expanding to predominately 4 year. I have tried to contact Mr Lyons with chapter development and I have one of my friends looking into the bylaws but I figured the best way to get a quick answer was to put my question to the masses.

When I spoke to the school I was told that Fraternities will not have chapters at schools that are not predominantly four year and I argued that since the school is right now mostly for transfer purposes what would make the transition to your new/larger school easier and less frustrating than having a common bond already established with some of the gentleman at your soon to be school. Will Kappa Alpha Order allow schools that are not strictly four year to have a chapter on campus?

I appreciate any help in this area or any other area in establishing a chapter.
